After a feasibility study, the location for the court volumes and auxiliary spaces were chosen on the parking deck at the north side of the existing ICC office building. This resulted in the following design challenges:
- to create a clear connection between the new volume and the existing building;
- to distinguish four routes that never cross within the building: Public and journalists, suspects, security, judges and personnel;
- to create an independent bearing structure and punch it through the existing parking deck floors;
- to transform the existing open parking decks of 2,25m height into public spaces;
- to transform an open parking space into a totally closed space that meets the high security criteria of a criminal court building;
- to 'fit' the new volume of the two courtrooms within the existing building configuration
